The outrages of the former Minister of Environment and Water Borislav Sandov and his deputy Toma Belev, who heads the National Council for Biological Diversity, are beginning to come to light in a series on Narod.bg.

A source from the Ministry of Environment and Water (MoEW) provided the editors with documents from which it is clear how double financing of projects is done - once with money from the budget, and the second time with cash from Europe.

Sandov and Belev, labeled as "green terrorists", are behind the schemes. The "concerned" about our nature "eco-activists" recently shined in a nasty shoot - the two signed a shot of the wild goats protected by law in the "Devin" hunting farm.

According to the information, there were three animals killed - two males and one female. One male specimen was a trophy and was shot by the German hunter Wolfgang Jorden, who arrived in Bulgaria on December 5, 2022.

According to the documents available to Narod.bg, in the period June-August 2022, shortly before power passed into the hands of acting Prime Minister Galab Donev after the fall of the Kirill Petkov cabinet, the Minister of Environment and Water Borislav Sandov concluded several agreements with scientific institutes and units of the BAS for the assignment of scientific consultations in accordance with Ministerial Decree No. 3 of January 10, 2020 on the creation and functioning of a mechanism for the assignment and implementation of scientific consultations by the Bulgarian Academy of Sciences.

Of particular concern is the Agreement D-33-19 of July 8, 2022 between the Ministry of Education and Culture and the National Museum of Natural History (NPM), by which the museum is assigned consultation and assistance in the collection, analysis and interpretation of data on types of natural habitats and species for the purposes of the National monitoring system for the status of biological diversity (NSMSBR) and the policy for the protection of biological diversity of value.

At first reading, several valid questions arise:

 

1. Is the concluded agreement legal?

 

2. What exactly was more than BGN 4 million spent on?

 

3. Who certified that anything was done at all?

 

4. Does the "perfect work" not overlap with already EU-funded activities?

 

5. Didn't the money go to political support instead of some scientific work?

We promise a second part of the investigation - for which activities the 4.2 million BGN was reported and whether it would not be in everyone's interest for the funding to be made public by announcing a public procurement.
